Lock or unlock the taskbar in Windows 7

To lock the taskbar, right-click on an empty space on the taskbar and place a check mark beside Lock the taskbar.
To unlock the taskbar, right-click on an empty space on the taskbar and click to clear the check mark beside Lock the taskbar.
